Product certification is carried out within the Certification Service – SCERT.

Accredited testing and calibration can be carried out in our Laboratory Center.

KONČAR – Electrical Engineering Institute is accredited by the Croatian Accreditation Agency (HAA) in accordance with HRN EN ISO/IEC 17065 for the scope of certification specified in Accreditation Certificate No. 3169. HAA is a signatory to EA-MLA and ILAC-MRA.

EU Notification

As a European Commission Notified Body, we enable manufacturers and importers to assess the conformity of their products with European directives and standards to put the CE mark on the product and place it on the EU market.

We are European Commission Notified Body, number 2494, for:

  • 2000/14/EC Noise emission in the environment by equipment for use outdoors
  • 2014/30/EU Electromagnetic compatibility
  • 2014/68/EU Pressure equipment (approval of welding procedures)
  • 2014/53/EU Radio equipment
  • 2016/426 Appliances burning gaseous fuels

Certification procedure

Application for certification

The certification process begins by submitting the completed and verified Application form. To extend the certification scope or renew the certificate, the Declaration of Identity should be submitted with the Application form.


After accepting the Application for Certification, SCERT will send an offer to the client with the specified scope of certification, price, deadline, and commercial conditions. The offer is considered binding when the client submits a purchase order or a verified offer.

Technical documentation

The client needs to submit documentation that will enable the assessment of product compliance with the requirements:

  • Product description and its purpose, drawings, pictures, list of components, description of technical characteristics, calculations, el. schemes, software and firmware versions, etc.
  • Test reports (if any) and accreditation certificates of the laboratories that conducted the tests. The laboratories shall be independent of interested parties (manufacturer, applicant, customer, etc.).

Tests can also be performed in our Laboratory Center or another laboratory under the professional supervision of a SCERT expert. Additional tests are contracted separately.

Issuance of Certificate

The certificate is issued only if the product complies with the requirements. If the product does not meet the requirements, no certificate will be issued and the customer will be charged for the service performed until then.


SCERT has the right to check whether the client uses the issued certificate in accordance with the subject and scope of certification. The scope of surveillance will depend on the certification scheme and possible complaints and information from the market. If the client incorrectly refers to or misuses the certificate, SCERT will warn him in writing of irregularities and, if necessary, suspend the certificate.

Complaints and appeals

In case of dissatisfaction with the work of SCERT or the decision related to issuing a certificate, the client may file a complaint or appeal in writing. SCERT will consider each expression of dissatisfaction and respond to the client, also in writing.
